Mactan

Among the 4 public economic zones, it is MEPZ that can be considered as the most successful in terms of its original objectives. It is also the most peaceful with regards to industrial relations. This industrial harmony was shown when union leaders in one of the firms called for a certification election and got less than 5% yes votes from members. The Mactan Export Processing Zone consists of 119 hectares located in Lapu-Lapu City within the island of Mactan. It was established by Presidential Proclamation 1811 and started development works in January 1979. Many of MEPZ exports are industrial products and experts believe this is because of the presence of several excellent tertiary schools, colleges, and universities nearby in the city of Cebu. These first-rate schools provide a steady manpower pool of skilled and well-trained professional engineers which is the “deciding pull factor” for investors. A secondary factor is the enviable work ethic of the native Cebuano populace.

The MEPZ is also highest among the 4 zones in trade surpluses (exports out of the zone minus imports into the zone). Its close proximity to Cebu City makes many expatriates (especially Japanese managers of enterprises inside MEPZ) prefer working here than in the other economic zones of the country. When asked for an honest explanation, most expatriates say that Cebu City offers the same amenities as Manila. Further, deciding factors for them are the excellent peace and order situation in the entire province of Cebu and its high standards of living but at only half the cost.  Other considerations include the presence of many entertainment facilities, shopping malls, fine dining establishments, fast-food restaurants and various accommodations. A final factor is the generally happy disposition and genuine hospitality of the people.
